Part II:  LAWS THE U.S. SHOULD ENACT

7. IN THE MONTH THEY TURN 18, EVERY US CITIZEN SHALL APPLY FOR A CITIZEN  PICTURE ID (or citizen driver’s license), REGISTER TO VOTE, AND REGISTER FOR SELECTIVE SERVICE.  (ALL IN ONE)  [Non-citizens will not be permitted to do any of these.  Maybe non-citizens can receive non-citizen IDs]
This solves 3 issues in one event.  If you don’t do these at 18 then you shall never be eligible for student loans, plus you will be required to pay an additional 25% in Social Security and Medicare taxes on earned wages for the remainder of your life; plus, since you did not register for the draft before age 19 (presently 26) you will have committed a felony.  
All sexes shall be required to do this.  There will be no excuse for not having a picture ID. There will be no need to sign people up to vote before every election.  It will prevent citizens from acquiring student loans if they do not complete the program.  It will penalize any who do not comply and help fund Social Security.  

8. VOTING.  Postal address, Picture ID address, and Secretary of State address must match each other or the individual will not be permitted to vote.  Failure to report a change of address in a timely manner to the Post office, Secretary of State AND to state driver licensing agency shall prevent voter from opportunity to vote for 30 days.  

9. PRIMARY VOTING.  Voting is an honor and a privilege.  Some have crossed to mis-select a candidate for the opposing party.  This runs counter to the whole concept of fair and honorable voting.  Therefore, voters will be allowed to vote in the Primary only for the party in which they were registered at the last General election (whether or not they voted).   A person may change parties any time, but the for the Primary they must vote as they were registered at last General.

10. PRIVACY STANDARDIZATION.  First, a person’s private data is his/her own to control.  The underlying assumption should be that no information may be assumed to be public.  Therefore, permission is required to COLLECT and STORE such info.  This law would limit the types of data businesses are allowed to collect about their customers, how long they may keep the data AND how they may use the data.
a. Separation of data.  In order to reduce the theft of huge data bases and protect their customers, businesses and organizations must maintain separate data bases for multiple types of information.  
b. Permission to store info.  Businesses and organizations must submit a request for government approval for every piece of data they will be legally allowed to collect and keep on individuals. For example, if a business cannot show a need to collect email addresses or mother’s maiden name, then they would not be permitted to collect and keep such data.  Your local hardware store should not need your zip code or phone number.  
c. Simple language.  Businesses would be required to reveal to consumers, in simple language, which types of information they will be collecting and how they will use it (like the side of food containers declare how much added sugar is in their product).
d. Sunset provisions.  All personal and credit history data must be fully deleted after 3 years unless they can show a valid reason for such continuance (for example, a credit history company would have a valid reason, but Walmart would not).
e. Data sharing.  No business may sell such info (including any government entity) or grant access to such info to any other entity unless there is a legal requirement to do so (example: local police could share with the FBI but Company Z would be forbidden to share it with any other organization except credit agencies).
f. Website privacy standards.  The government should establish a set of privacy standards for websites, apps, and programs which collect data or use cookies.  one) I hate not knowing why a cookie is being used.  Should I delete it (can I?).  two) I really hate being told I have to read all 27 pages of small print for a game I want to try.  Then I find out, in the end, that there is nothing different in this 27 pages than there were in the last 27 page document I read.  Shouldn’t they be standardized so that the business only need say, “we subscribe to the standards established by the government for such a game … with the following additions …”  Thus, the only thing YOU need to know (or read) are the additions and/or exceptions to the set standards, such as the otherwise hidden paragraph that says they now have permission to make your life “hell on earth.”

11. IDENTITY THEFT shall be considered a “hanging” offense.  The use of someone else’s identity is offensive to the constitutional rights and freedoms of the individual. What freedoms does a person have if their identity is stolen?  Houses, cars, and bank accounts are collateral for every human endeavor.  Thus, maximum penalty for stealing another’s Identity shall be death by hanging (maybe not for first offense, but there should be a line which should not be crossed …).

12. SEIZURE OF ASSETS.  It shall be illegal for assets to be seized by the government without due process (like cash confiscated at a traffic stop).  First, if assets are seized, the government must present a probable cause within 24 hours and must charge the individual with a crime within 72 hours.  Failure to do so will require government to return all assets immediately.  If a crime is charged, and the state fails to convict, all assets, including interest, must be returned.
