LAWS THE U.S. SHOULD ENACT
Over the years I have spoken to many people about laws they think are missing. Yup! Many engaged people have imagined laws they think should be enacted. I have a few, too. Consider this PART I because I am sure more posts on this subject will be coming!!!
1. ACTUAL BALANCED BUDGETS. It should be illegal for the U.S. government to spend more than it raises except in the case of a declared war. Eliminate deficit AND debt-creation spending.
This would solve many issues of over-reach. Give and take would be required, instead of take and take. The piper must be paid, and we are the people who will pay the piper. Better to raise taxes now than to bankrupt our grandchildren. Better yet to not raise taxes and live within our means. We need to stop bailing out banks, industries, those who build on the coast in hurricane alley, and adult students who legally sign up for debt. We also need to stop creating omnibus bills which grant huge chunks of money for broad purposes. Reducing government spending has clear benefits, one of which would be a greater gross national product (thus, more taxes taken in to the treasury). What would we DO with all that extra money? Maybe pay down the national debt???
2. AUTOMATIC CHILD SUPPORT. This law would mandate a minimum level of parental support by the non-custodial parent. This should be automatic, meaning no court date needed, and can be applied for by the custodial parent with a simple form as early as birth of the child. However, this law cannot be used to attach support from a person who is not the true biological parent. Proof of DNA match may be required. (Think about saving hair specimens from all your lovers, ladies!) This support does not, in itself, provide visitation rights to the non-custodial parent. “Do the deed, provide the feed.” Of course, if the custodial parent wants to fight for more child support than the automatic amount that would have to be litigated.
3. POSITIVE EDUCATION. Schools must prove they are advancing students who have progressed appropriately. Students must pass 3rd grade competency tests with a C or better in each of three separate categories (reading, writing, math) in order to advance to 4th grade. In other words, they must be able to read, write and perform mathematics at a 3rd grade level. If they cannot pass any category of the test, they must be enrolled in a tutoring program for the area or areas where they could not pass until they achieve competency. Unless the individual is mentally or physically handicapped, no exceptions should be made. The number one focus of Public school must be educational competency. It is unfair to teachers and students to automatically graduate those who are incapable of understanding the curriculum of the next grade. The penalty for schools “pushing” kids to the next grade when they are not competent should be a serious reduction in funding to that school for that child.
4. YOUR ACTUAL PHONE NUMBER. Business owners like that they can call or text from their personal phone and show up on the customer’s caller ID as if they were calling or texting directly from the phone at the office. Unfortunately, this option is being abused more often by illegal telemarketers and scammers to hide their true identity. It is OK to show up on caller ID as that business line when making a call or text from a personal phone, but the caller ID SHOULD also inform the recipient that the call or text is NOT originating from that number. It could be as simple as the symbols (. Then recipients would know whether it originated from the dentist’s office, or from different location. The symbol would allow the recipient punch a code to see the origination number if they desire.
5. CALLER IDENTIFICATION. Presently a law like this ONLY applies to telemarketers. However, it should be expanded to every business, agency, or medical office, including people doing surveys… Before the caller asks a single question (“am I speaking with Bob?”) or seeks to promote a product or service (“this product is better than all the rest”), he/she must IDENTIFY the business or agency they represent plus their first name (this name does not have to be their actual name, but must be the name they have chosen and recorded with the company, agency, or medical office as their “call name”). Why? Too often such a caller begins by asking for the recipient’s confirmation or identifying data: “Is this Sarah?” The recipient has no idea who is asking for such and has no reason to cooperate. Yet if the recipient does not cooperate the caller will sometimes hang up. In fact, the recipient should NOT cooperate with an unknown caller by giving identifying data. That would be a symptom of poor judgement on their part. Second, if the recipient has additional questions about the product offered they will need to know the name of the business and who called in order to contact them.
6. RADIO ADS. Radio signals cross state boundaries. Many people play the radio while driving. Therefore, it shall be illegal to use sounds in advertisements which would normally alert a driver to danger. No sirens, horns, train crossing bells or other emergency-type sounds should be allowed on the radio when there is no emergency. Emergency or warning sounds shall be permitted only when there is an actual emergency.

More on education, the education tax money should follow the student, regardless of where the parents of that student decides to send their child to school!

AND, every student, no matter where they are educated, should be required to pass standarized tests proving they are educationally competent.
The money should only follow competency. I hate that we are now paying for incompetent students for up to 14 years ($200,000 per student on average) and getting nothing for that investment.
